A L^ATEX2HTML mailing list is managed by the international TEX User Group (TUG).

This mailing used was originally established at the Argonne National Labs, where it was based for several years. (Thanks to Ian Foster and Bob Olson, and others.) Since February 1999, it has been run by TUG, thanks to Art Ogawa and Ross Moore.
